A boxing reform bill that would have created a national boxing commission failed to pass the United States Congress today. The bill was championed by Senator John McCain of Arizona. The bill never reached a vote as MCain's rivals employed procedural tactics to keep the matter off the voting floor. A representative of Senator McCain promised that McCain, a 2000 and possible 2008 presidential candidate, would not abandon the sport and would again take up a boxing bill when the new Congress convenes in early 2005.
