The WBC issued a press release promising Jose Navarro that it would order the winner of the Katsushige Kawashima-Masamori Tokuyama junior bantamweight title bout to face Navarro.  In the first title fight of the year, Navarro traveled to Japan and outboxed Kawashima, only to come up on the short end of a split decision.  With the Japanese public clamoring for a third bout between Kawashima and Tokuyama, the WBC quickly denied Navarro's request for an immediate rematch, but today's announcement came as some consolation.  Meanwhile, the WBA dropped Navarro from fifth to seventh in its ratings.
