Dan Goossen has informed Boxingtalk.com that Goossen-Tutor Promotions has made Top Rank Inc. a $4M package offer for  WBA welterweight champion Antonio Margarito to face WBO welterweight champion Paul Williams. Williams captured the WBO title from Margarito via unanimous decision last year. If Goossen's offer is accepted the bout would take place in early 2009.
